The establishment of Czech government commissioners in German municipalities in place of elected representatives, even in violation of the statutory deadlines, also proves this. Proportional representation ensures that the Czech people in Parliament have a small majority and only protects the other peoples and ethnic groups from being represented in Parliament. However, since they can never reach the majority on the basis of sociological facts, the Czech people have a permanently secured supremacy only through the possession of the zah- lan majority. The constitution, which should have been a common work of all peoples and ethnic groups in a meaningful way, was imposed by the Czechs and Slovaks on the other peoples. The relative representation can only prove to be a certain protection for the non-Czech peoples and ethnic groups, where more votes are required for the state of laws than the Czech majority. However, since the Czech people and their deputies do not adhere to the solemn ties of the legislative process imposed on themselves in the Constitution, in which they have constitutionally changing laws, such as the State Defence Act,
