I have instructed the district heads to carry out a fair distribution of what is now available for communal work - to the auxiliary staff and to communicate any additional need or surplus to the state authority for the purpose of obtaining a national income. Strong concern in the municipalities triggers the unfortunate situation of the municipal finances. In the meantime, I am told by the Bezrik chiefs that the communities are largely completely run off financially and have no means to fulfil the tasks they have recently transferred to them.In addition, the municipalities are constantly burdened with new tasks, partly of a war-related nature, or their responsibilities are aligned with those of the rest of the empire, without opening up new sources of money at the same time. I do not believe that the rehabilitation of the municipalities can be postponed until the alleged planned major tax reform, as such a reform has been experi enced.
