- 29 - /2/ Chairman of these Advisory Councils is the Board of the Authority / Institution, Enterprise/, where the Advisory Council is established, or an official designated by it. The members and their substitutes shall be appointed by the Government for a period of six years from among the citizens elected to the House of Deputies, in proportion to the national composition of the population of Czechoslovak citizenship in the Sprengel in question, whereby a derogation shall be permitted only in favour of the nationality which otherwise would not be able to obtain a representation. /4/ If, before the end of the term of office, a member of the advisory board / substitute/ is absent, the government shall appoint a new member / substitute / of the same nationality- /5/ The advisory councils may advise either in plenary or in committees composed of members, /replacement men/ of the relevant national affiliation, if the subject of the negotiations permits. /6/ The function of the members of the Advisory Councils /Replacement Men/ is a voluntary one. /7/ The Authority / Institution, Enterprise/, in which the Advisory Board is established, shall provide the secretary and the substantive requirements for the negotiations of the advisory board. /8/ The rules of procedure, which are adopted by the Government and which will in particular determine whether and to what extent the members /replacement men/, the Advisory Councils can be granted the replacement of the expenses associated with the exercise of their functions. /l/ The request that the Constitutional Court decide whether the values of the Czechoslovak Republic are in accordance with the principle of Article l of the Law,with the adoption of the Constitution instrument, may also be introduced by 50 deputies or 25 senators within 6 months of the publication of the relevant law. By the end of the parliamentary term or by the dissolution of the Parliament, this time limit will be suspended until the new Parliament is established.
