This means in detail: I. Under the title "School and Cultural Autonomy" the scope of national self-government would have been extended: 1. (a) higher education institutions (universities, technical colleges, scientific institutes and archives), (b) secondary schools, (c) teacher training institutions, (d) artistic, commercial, agricultural and forestry - economic - technical schools, as well as specialist schools for women, (f) elementary schools. (a) the organisation of the school authorities (local and district school councils, "German school council for Czechoslovakia") (b) the service and remuneration conditions of the teachers (including the handling of disciplinary authority), (c) the supervision of the schools.
