If the Landtag does not decide on a government bill for a country law within the government framework law regulating the subject matter, the government may bring this bill to the national assembly. In this case, the right to regulate the subject matter of the government bill of a law is transferred to the National Assembly for the remainder of the term of office of the Landtag.
