Attachments: 1 draft of a statement and 1 draft press report. I will present the draft of an announcement of the Minister of Economics and Labour with the request to approve its publication. In addition to simplifying the administrative procedure, the declaration provides in particular that, in the period up to 1 April 1945, salaries may not be increased by more than 100 K per month. Even doubts have been expressed as to whether a public stop can be carried out even for a limited period of time (until 31 December 1994). Since such influences will probably have an impact in the field of arms, it seems to me doubtful whether a complete salary stop limited to Bohemia and Moravia, if it is announced as a measure of indefinite duration, can be enforced. Therefore, an exceptionally effective stop for the time until 1 April l945 is planned. It can be made dependent on the development whether an extension of the ban would then appear to be necessary; it is to be expected that the announcement will be regarded as a very large measure in the arms industry as it is now planned. In particular, the requirement that, in the case of new recruitment, salaries of more than 100 K per month may not exceed the pay of the dispensing company may in individual cases even lead to senior employees refusing to go to the Protectorate.
