My proposal of September 4, 1942 had the aim of gathering the libraries of the Special Department of Cultural Policy, the Central Administration as well as the library and the archive of the Federal Foreign Office. Mr. Consul General Gerlach had agreed to merge the libraries in a long telephone conversation prior to the co-signation, and Mr. Secretary of State was given a lecture. Gerlach was instructed by Mr. State Secretary to return to the Federal Foreign Office because of the integration of the archive and to enforce it. This integration was only one of the programme points of my proposal. The fact that the matter was so clear is also evident from the fact that Dr. Urban had co-signed. Gerlach could have co-authored without regard to the decision on his new proposal to the Federal Foreign Office. During his further service in Prague, he either did not or did not work successfully for the cause. Meanwhile, the first two libraries were merged under the direction of the Special Department of Cultural Policy and Miss von Lewinski was taken over as librarian to IV.
