Many thanks for Jhr's letter of 3 October, on whose remarks I make the following statement: The conditions in Bohemia and Moravia are different than in the rest of the Reich. Here, a thin German leadership layer of 7,200,000 Czechs is opposite. The attitude of the Czechs towards the Great German Empire is greatly influenced by the development of the foreign political and military situation and is extremely unstable. In these circumstances, I must stress that the detachment of leadership devotes its forces exclusively to the task entrusted to it and, moreover, avoids anything that contradicts the ortic of war. Unfortunately, I have noticed that some of the public officials have devoted themselves to the pursuit of hunting to an extent that has exceeded the reasonable level, and there was no other option but to establish a general system which would make the hunting oyster impossible for the public authorities at their discretion. I am aware that this is a tough measure, but from the point of view of historical and political responsibility I do not want to be told one day that in these areas the inadequate attitude of civil servants would have led to significant sources of error.
