It is also important to note that the European Parliament has not been able to take a decision on this matter in the near future. If, in contrast to other areas in the Protectorate of Bohemia and Moravia, I have been able to maintain peace and order and thus enable the extensive relocation of the armaments industry to the local area, this is mainly due to the fact that, in spite of major contributions since the autumn of last year, I was able to keep all branches of the administration, as far as they are important for the war, powerfully and thus to maintain the image of a strong imperial leadership towards the Czechs. I have strong concerns that the significant weakening of the administration that has now taken place will remain without political consequences, but if further recovery from these years is carried out, rest in the country may only be maintained by the use of stronger military forces. If, as has already been said, I have for a long time completely postponed important administrative questions in order to guarantee the more urgent political security of the region, I can expect that the necessary forces will be maintained. The conscripts, which are still available in the framework of the public administration, comprise some 7o0 persons who are entitled to military service at the front of the annual courses l897 and younger, consisting of the senior speakers of my authority, the top posts of the subordinate departments, the few German executives in the autonomous central, central and intermediate districts and in the semi-official departments and associations. The withdrawal of each individual would bring the most important functions back into pure Czech hands.
