-2- These proposals, drawn up by the representatives of the two sides of the alcohol industry, were not accepted by the statistical bodies of the Spitirusveekaufsvereinigung in Prague, because the Slovak Ministry of Finance prohibited the repayment of a loan of 8.45 million K belonging to the association's assets, which the Spiritusskaufsverband in Prague in 1935 prohibited the association of agricultural enterprises. Since the direct negotiations between the representatives of the alcohol industry have been blocked for this reason, the Slovak Ministry of Finance wrote in its letter of 4 July 1985 to the Commission on the application of the principle of equal treatment for men and women. The German Ministry of State in Prague has agreed to comply with this request. It is now the task of the German and Slovak government representatives to clarify and precede the facts. In the course of the subsequent negotiations, the ae d e in the assets of the Spiritusverkaufsvereinigung, which has valued the representatives of Spirituswirtşchaft at 15.6 million K, represented the demand of 8.45 million K against the Federation of Agricultural Industries. The 15,6 million K can therefore only be used under the heading of the division that the loan of 8,45 million K will be repaid. In the case of cooperatives which refuse to repay in Bratislava, only that part of the total assets of K 15,6 million can be divided, which results from the deduction of K 8,45 million in the contested decision. The decision on the claim of EUR 8,45 m must be left to a dispute, since the intergovernmental committees are not entitled to intervene in the private claims. In the event that the valuation of the assets of Slovakia by the representatives of the alcohol industry is not recognised, it is possible to establish by experts the value which the assets had on 1 5 March 1987 and to increase the division according to the value determined by the expert. In this case, it will only be possible to use the value of the negotiators at the present stage, whereas the Slovak government officials argued that the agreement provided for by the representatives of the alcohol industry was independent of the dispute over the loan. The amount of 15,6 million K used by the representatives of the alcohol industry was a lump sum, which was agreed upon after a much higher valuation of the assets to be shared by Slovakia had previously been requested (42 million K). The agreement was therefore to be approved, since the receipt of the 8.45 million K was not intended to constitute the condition for approval. The amount of 8. 45 million K is not an ordinary loan from the Spirit Sales Association in Prague to the Agricultural Association. It was assumed from the outset that the Spirit Sales Association in Prague had its own funds for the implementation of 899 /.
