The progress of these negotiations is the result of the notes attached to the file. I note the following: l./The division of the assets of the organisations entrusted with the management of alcohol depends on the decision on a claim of 8.45 million K, which the Spiritus band in Prague asserts against the Association of Slovak Cooperatives in Bratislava.The $pititus Association in Prague granted a loan of 8.44 million K to the Federation of Slovak Co-operatives in Prague in the year l935. The former Czechoslovak State has taken over the guarantee for this Darle= hen. The Slovak authorities want to repay only F,3 million K. They refer the $piritus association in Prague with the rest of his claim to a warehouse cooperative in today's Hungarian territory, to which the Slovak comrades at that time lent the money.The Sriritus= united in Prague has no claims against the Hungarian cooperative kei= neer claims; negotiations with Hungarian authorities therefore promise no success. All German comparison=suggested were rejected by the Slovak authorities. The negotiations, which took place in Vienna on 28 and 29 April 1944=, have therefore failed.The Spiritus Association in Prague now intends to bring forward its claim against the Association of Agricultural Cooperatives in Bratislava. There is a well-founded prospect that the Slovak Cooperative Association will be sentenced to payment. A further German approach is not justified.It could only be the cost of the Spiritus Association in Prague, which would assert compensation claims for the former Czechoslovak state. It is untrue that the Slovak authorities will be prepared to take further steps before the end of the legal process.Etwaie's new negotiations will therefore fail, as will the previous negotiations, unless the protectorate is expected to yield further. However, it appears that the chairman of the German Government Committee is in favour of a regulation of the Prague at the present time= because otherwise he fears that his dealings with the goods and payments will be impaired.This assumption is particularly justified because the chairman is the Slovak Government Committee,Minister Dr.Polyak, at the same time= presides over the Slovak Association of Spirits and in= if he is interested in the matter. 2./fixing of the sales value for the Slovak branch= operation of the company Sublima in Bressnitz: In the negotiations which took place between 22 and 29 February 1944 in Pressburg and 29 April 1944 in Vienna, agreement was reached that Sublima was to be the part of its branch located in Slovakia= which had not already been granted free of charge to the Slovak State at a purchase price still to be fixed at 26991.
