The examination of the files on the work carried out so far by the Einstab did provide an insight into the work done and certain shortcomings, but could not provide a basis for drawing up clear guidelines. The difficulties to date were, therefore, partly in the unexplained jurisdiction between Einsatzstelle I and Einsauffel II, in the fact that various bodies had made provision for furniture and art objects which were not known to Einsaftsstelle 1 until after their implementation. It is therefore proposed that the Commission, under the direction of the i-Sturmbannführer Fischer, be provided with exclusive powers, in respect of the collection, re search and any disposal or exploitation of furniture and works of art. It is therefore necessary to define clearly from the outset which pins and art objects fall within the scope of this Commission's work, and as the most urgent work it would then be necessary to draw up inventory lists. Where inventory registers already exist, inventory should nevertheless be made, so that it can be established whether any items have been moved in the meantime. In these cases, the use of the items transferred, if any, over their provision, should be decided. b.w.!
