- 3 - 39 If I take into consideration the conditions in my district from this point of view for the first quarter of the year l943, then a feeling of satisfaction floats in front of my eyes, because in this period of time there was perfect calm and order in the whole district and nothing has happened, which could even cause a hint to some restlessness." Otherwise it is known about Jura, that he does not have the necessary authority in his authority because of his softness, so that subordinate servants applied far greater powers than they were entitled to. Above all, Dr.Jura has not been able to stop the former officers working more intensively in his office, and his attitude to the other authorities in his district is characterized by his being able to gain insight into their working methods through personal visits. It is significant that he entered the town hall in Trebitsch for the first time, for example, on 23.II.l944, on the occasion of a visit of the Oberlandrat inspector. Furthermore, he could not win the trust of the German authorities existing in his district and the Germans who were present there. In the case of the Czechs, however, he made himself displeased with German due to his almost submissive behaviour. The Czech mayor of Swatoslau (Polish: Bez, Trebitsch) commented on the working methods in his office at a meeting of the Moravian Land Association for Agriculture and Forestry in February 1944: The district authority Trebitsch is still in office as in old times, so that it is hardly noticeable that one lives already in the 5th year of the Protectorate. Every morning the officials stood on the maps and followed attentively according to the "news", how the eastern front runs. Here, the debate is lively about everything as it is and how it will be. In the district itself one is glad to have another Czech district captain. The Oberlandrat inspector of Iglau, Dr. E c k o 1 d t , Jura judged the following: "Dr.Jura may be purely administratively in order, he also shows a very accommodating, almost devoted being. He is however uncertain and probably with the greatest caution to take. One has the impression that he covers himself to both sides. However, he is at least opaque. In Trebitsch, after his own outburst, he has a close and good connection with all the Czech service leaders who, in case of doubt, seek advice from him. I would like to assume that he may, if necessary, very quickly, perhaps even too hasty, hit the enemy side." darol 4-Obersturmbannführer
