The People and the State. The National Community is a nationalist political movement of the Czech people and the sole bearer of the power of the people. Their task is to ensure the state according to the basic principles of the national community, social justice and the Christian order and to bring it to the general flourish. Member of the National Community is to be every undeserved member of the nation, as far as it believes in its national and state mission. The detailed rules governing the admission of members shall be laid down by the rules of organisation. The national community is the community of all the members of the nation, united by the living manifest bonds of common blood, common language, culture, work, tradition and responsibility for the fate and future of the Fatherland. Those who do not correspond to all these characteristics are not members of the national community, even if they should correspond to some of them. The Jews. Therefore, the Jews are to be regarded as a special people, whatever language they speak. Their legal position will be governed by a law. The Jews can have no part in the state and public administration and have no influence on the spiritual and physical culture of the nation. The extent of their participation in other areas of social life is determined by a law that will also guarantee them the free exercise of their religious cult. The national habitat. The territory inhabited by our peoples forms its way of life in which, above all, the Czech people must find the conditions of their lives: existence. It is the duty of the national community in this era of life to find all the conditions for a healthy living.
