Even the withdrawal of staff with poor service and their contribution for the employment or transfer to permanent retirement is possible after 31.12.1943 only by an extension of § 12. The provision also provides for the possibility of permanent retirement for staff who have failed to pass the German language examination (repeat test). Furthermore, the extension of § 12 ensures the swiftest removal of unreliable elements from the autonomous service. It is advisable to extend it temporarily until 31.12.1944. I do not believe that an extension for an indefinite period or until the end of the war would be appropriate, since in this case the intervention by § 12 in securing the status of officials would be made permanent with the result of a considerable concern and possibly the work of the autonomous civil servants.
