Division I - 5636 Prague, the December 1943 To the Minister's Office in the H a u s e Subject: Extension of the provision on the retirement of autonomous staff By § 12 of Reg.Vdg.No. 42o/1942 of 24 December 1942, the possibility was created until 31 December 1943. In the course of the administrative simplification, it is necessary to place autonomous employees of the public service in permanent retirement without meeting the conditions otherwise laid down for this purpose. Their extension is necessary, since the possibility of dismantling translated staff will still be necessary after 31.12.1943 and the final review of the legionaries cannot be completed by this date. Even the withdrawal of staff with poor service and their contribution for the employment or transfer to permanent retirement is possible after 31.12.1943 only by an extension of § 12. The provision also provides for the possibility of permanent retirement for staff who have failed to pass the German language examination (repeat test). Furthermore, the extension of § 12 ensures the swiftest removal of unreliable elements from the autonomous service. It is advisable to extend it temporarily until 31.12.1944. I do not believe that an extension for an indefinite period or until the end of the war would be appropriate, since in this case the intervention by § 12 in securing the status of officials would be made permanent with the result of a considerable concern and possibly the work of the autonomous civil servants.
