Februar 1994l. foyans! /.12/2.44 In the budget for the year l939 were issued at Tit. 1 : 1 Major General of the police as commander of the order police, l Ministerial Council for the commander of security police. In the budget estimate for l940 these two posts have been deposed and referred to as being transferred to the budget of the Reichsführer W and head of the German police. Against this new regulation has been objected by vile telexes. I discussed the matter with the Budget Officer in the Reich Finance Ministry during my stay in Berlin. I have developed for him ameh the reasons which make it necessary for the Reich Protector to keep these posts on his household. I have also pointed out to him that the same necessity is recognized by the Minister of the Interior, Abt. 1. Mr. Ministerial Councillor F i d l e r did not agree with these reasons, but had to state that without the participation of the Reichsguardor both posts for l940 had been placed on the police budget and that this budget had already been completed. It was therefore no longer possible to remove these two places.The only possibility he would still see was that for the commander of the anti-terrorist police and the commanders of the security police, empty places would be deployed at the same time in the household of the imperial protector. I replied to him that the Reichsprotektor could not agree with this amendment either, that he should attach much more importance to the fact that the commander of the police of the order as well as that of the security police of all the officers of the Reich's protector should remain. It is essential for the whole question whether the Reichsprotektor can dispose of these officials or more or less that of Reichsführer W alone. Mr. Min.Rat Fiedler expressly stressed that:
