The reason for this is that a close connection of practice and teaching is of particular importance for the field of public right. This applies in the same way to research and teaching. For research, Hubrich's appointment as Honorary Professor would have established a link with the Reich's Ministry of the Interior; for teaching, the appointment of Hubrich would mean that Hubrich could make the students aware of the reasons and history of the constitutional laws and of the most important and fundamental administrative regulations, as very few people can do.
