Appointment of the Ministerial Conductor Dr. Hubrich as Honorary Professor. By letter dated 6 September 1942 The Dean of the Faculty of Law and State Sciences of the German University of Karls-Universität asked him to decide whether his plans to recruit the Ministerial Conductor Hubrich for the Faculty as an Honorary Professor were concerned. In his statement on this letter, which I am only now aware, the lecturer Dr. Beyer stated that the new chair for Reichsrecht, inter-Völkisches und intergovernmentales Recht should be filled with Professor Henrich of the German Technical University, that Henrich "but would not be eligible for an examination of the new ideas of Reichsverwaltungsrecht". He fears that the honorary professorship, which is thought to be an additional one, will be overweight with regard to the Ordinariat and therefore recommends that the Hubrich affair be returned. Mr. Secretary of State has joined Dr. Beyer's concerns and decided accordingly. As I am aware that the faculty is specializing in the use of ministerial conductor Dr. Hubrich.
