Dear Minister, I have the honour to transmit to you in the annex the text of the congratulations telegram, which the President intends to address to the Führer on the occasion of the turn of the year. The telegram is to be sent Thursday, 3 December at 5 p.m. If the Secretary of State has any objections to the wording, I must therefore ask you to let me know by the time indicated. If I do not receive such a communication from him, I will inform the Secretary of State with the text of the telegram with the assurance of my presidency of the President's office.
