The mere activity at a German authority in the Protectorates does not suffice for a certain time between March 1st and September 1st 1939. In the explanatory statement of the proposal (column 9 of the list), I would like to say that there has been an examination of the validity, and it is expressly pointed out that neither this decree nor that of 27 April 1 940 is intended for publication.
