This shall apply mutatis mutandis to the authorized representative of the Governor-General in Berlin. D. Exhibition of pass-by certificates by military services. The High Command of the Army and the Wehrkreiskommandos I, II and VIII as well as the site elders in Katowice issue pass-by certificates only to those persons who are to be used directly for military needs in the occupied Polish territories. II. Special cases. 1. The provisions of the "Second Section" under II A, C and D apply mutatis mutandis to traffic between the Great German Empire, including the "Eastern territories" and the occupied Polish territories. 2. In the occupied Polish territories, workers recruited by the employment offices for use in the Great German Reich can, in closed transports and accompanied by a responsible transport guide, cross the border between the occupied Poland and the Great Germans on the basis of a pass-by permit. The heads of the districts are responsible for issuing the pass.
