STATE SECRETARY FOR THE RUSSIAN PROTECTOR IN THINGS AND IN MORAVA, PRAGUE, inv. 2329, sig. 109-11/131
English Translation
- 3 ( with the exception of the eastern regions ). bC According to the provisions of II. and III. Section 4 of the decree of the Reichsführer 4 and Chief of the German Police in the Reich Ministry of the Interior of the 4th I.1940, the Upper Land Councils are now also responsible for the exhibition of passers-by for the eastern territories and the province, which have so far been issued by the military services. I would ask you to exercise special restraint here and to comply with the provisions of the decree at the most precisely. I would like to refer to the individual points of the review to Section I, B 2 b . For members of the protectorate, the citizen's licence is now also permitted as an identification document for the issue of pass-through certificates and pass-by certificates. The former ts hechoslovak passports are therefore less and less important, since they can be replaced by citizens' legitimization in intra-German traffic, but must be replaced in foreign traffic by the German protectorate passport. I therefore intend to completely withdraw from circulation the many of the Czechoslovak passports and the Czech transitional passports until at the latest 1.IV.1940 as identity document. This will lead to the disappearance of an identity document, which is completely out of control of the Reich and, after the break-over, often counterfeited or legally circulated, without the German authorities being burdened by any additional burden.
