Lhet The question of the internal orientation of the Czech civil servants - OR xerle schaft has become a necessity after the implementation of the administrative conversion, which has the ultimate aim of integrating the autonomous administration into the general German, since the use of Czech officials to tasks within the Reich administration is only promising if the Czech officials are also able to meet the new requirements imposed on them. It is also a well-known fact, and therefore not to be further explained, that the Czech officials do not so far reach the level of the German civil servants, both in terms of attitude and performance. The orientation will therefore have to cover both the attitude and the performance of the work, whereby it is tactically much-needed, as intended, to perform it by Czechs and to let Germans appear only as teachers, not as responsible leaders. However, it is recommended that a programme be drawn up before the guidelines are announced, in order to avoid failures and to prevent the Czech officials from assuming that there is no clear idea on the part of Germany of the line to be followed in the civil servants' policy.
