20 As a protectorate officer, I know that the question of the "N.S." does not stand alone. Similar society is also the organization of public servants, the so-called "úvz". Also this institution, which is the only and highest organ of the protectorate staff, failed completely in its tasks. Just like the "N.S.", the "úvz" was formed by the unification of the organizations of the former state. In the direction of this newly formed organization, the main functionaries of the ex-specialist organizations of various political parties came again from the extreme left to the right, precisely according to the democratic key - i.e. after proportional representation. As with the work of this highest professional organisation of public servants, one can still see very clearly today. Social problems (may be salary regulations or requests of the inflation allowances, etc.) have been and still are democratically drawn, i.e. the big ones have been asked for much, the small ones little, or nothing at all. As a result of this activity, the general discontent of most of the small categories of public servants, who are, however, a pillar of public administration, and as a reason for every state, are the small and medium-sized sections of the population. This discontent of the public, staff was then and is still intentionally exploited to spread the anti-state propaganda by claiming that this is against the new order, into the pure of the Czech public servants. There are never visible evidence of the intention with which the main perpetrators of the "Üvz" act, so that they can secretly rush. As well as in the "N.S." it is people two-fold face who become loyal to outside, but inside they work against the kingdom. The most reliable for anti-state activities are docn from the ranks of off. servants and the main functionaries of this organization. It is very understandable, because these gentlemen cannot reconcile themselves with the New Order, which measures everyone according to their merits and not according to the democratic tradition of the former state.
