The question of the internal orientation of the Czech administration has become a necessity after the implementation of the administrative conversion, which ultimately has the aim of integrating the autonomous administration into the general German administration, since the use of the Bohemian authorities to carry out tasks within the framework of the Reich administration is only promising if the Czech officials are also able to fulfil the new requirements made to them. It is also a well-known fact that the Czech civil servants do not reach the level of German civil servants, both in terms of their attitude and performance. The orientation® will therefore have to extend to both the attitude and the performance of the work, although it is perhaps tactically appropriate to make them, as intended, by Czechs and Germans only as teachers but not as responsible leaders.
