The intentions pursued by the High Government Councillor Reischauer inevitably lead to a more or less strong merger between the Central Office of Public Staff and the Nouz. This will be the case even if the central office of public servants remains organisationally independent (cf. point 2 of the proposal of 6.5.). The close link between the two organisations is already established by the fact that the members of the central offices of the NouZ are to be joined on a corporate basis (cfr. point 1 of the presentation of 6.5). However, there are at least the same concerns which have been raised in the Reich against a close link between the Reichsbund Deutscher Beträtten and the Deutsche Arbeitsfront. In the interests of the Reich policy in the Protectorate, it is in the interests to promote the division between civil servants and other public servants on the one hand and workers of the free economy on the other hand; moreover, human leadership and propaganda regarding public servants need a different basis (stronger attachment to the administration of sovereignty) than is necessary to influence the workers of free economy. The conditions to be met by the leading men will be very different in both sectors. Therefore, the relatively close link between the two associations, which was sought by the councillor of the government of Reischauer and apparently approved by Pg. Köster, is not recommended in my opinion. However, a complete independence of the central office of public servants from the Nouz does not rule out the evaluation of the experience gained in the management of the Nouz.
