G/631/43 Prague, 24 November 1993 In his speech on 24 May, the Minister made an introductory remark that, in view of the sad events of recent times, he was prompted to ask the congregated to himself. He had been pointed out that a certain degree of passivity was being observed. A passive behaviour could lead to the officials being deprived of the trust of the empire. Anyone who does not fulfil his duty can imagine what consequences this would have. Anyone that does not fulfill his duty would also be a pest to the nation. It is the duty of all the officials to follow the President and the Government and to work diligently in the hope that this work will also find recognition. Since the time when he was a minister, this was the first case where he had the opportunity to turn to the officials in this way. The Minister repeatedly pointed out the passivity to which he had also been made aware. He advised on strict obligations and cooperation in such a way that the trust of the Empire was not lost, because the withdrawal of this trust would be terrible. In conclusion, he told the present to instruct the assigned officials of the contents of his appeal with appropriate force and seriousness. From the solar form that he had chosen for his speech, they may recognize the seriousness of the subject.
