8 - 59 - 2. Other "Germanic-capable" groups of people In addition to the racial and political austefe of the Poles who are coming to evacuate in the annexed eastern regions, work is already underway in the General Goubernement in agreement with the government offices there, which also have the wake to capture individual splinter groups of polonized people of Germanic blood and to check them for their Germanic ability to speak. These are above all the inhabitants of the so-called "Szwedy" villages in the district of Krakow as well as of individual villages in Lublin district. Among the population groups of this kind existing in the Lublin district, the pshchological readiness for a later uberfiedlung into the Altreich and thus for a re-Germanization is to be awakened and promoted first by the establishment of kindergartens and other care means. Further work is also in preparation in the Altreich and in the Ostmark, in order to check the groups of people of foreign nationality who have been resident there for several years for their Germanization ability. The decisive factor in this work must be, 1. that in deciding whether a permanent residence permit for the territory or, where appropriate, a naturalisation is deemed appropriate, there is no economic or work-related aspect to be taken into account, but on the basis of a sharp scale, excluding racial and political criteria, 2. In the course of the war, only the most urgent work, which cannot be delayed, can be undertaken in order to avoid fragmentation of the overall work and a weariness of forces. For example, it would be absurd to want to carry out a re-examination of all Polish agricultural workers or prisoners of war. Finally, in this context, the question of the re-Germanization of the racially good members of the »intermediate layer« or »mixed population« (Kaschuben, Wasserpolen, Slonzaken, etc.) in the attached frequent areas of the corresponding population in the newly won western areas belongs to the question. Order of precedence in the management and utilization of the property confiscated by the main trusteeship office East (commercial sector and residential property) The property under the decree of 17 September 1940 (Reichsgeseşbl. I p. 1270) industrial and residential estates in Polish or Jewish hands are available for the identification of persons intended for or seeking an entrance in the annexed eastern areas. In order to proceed with the administration and utilization of this property on a fair scale and thus to ensure at the same time the balance of the wealth of the settlers, it seemed necessary to establish a ranking order for the applicants. The basic thoughts of this ranking order are: 1. Confirmation of the popular combat performance for the Volksdeutsche in the annexed eastern territories. 2. Re-establishing a national connection as the basis of a national political and performance-oriented attitude of the people and rich German settlers and of those people and Reich Germans from the foreign countries not belonging to the resettlement areas, which have lost their existence as a result of the economic effects of the war. 3. Re-rooting of those displaced from the German East (East repatriates) in their old homeland. Within the individual ranking groups, the applicants who have settled for the people and state are each privileged.
