I2 43 B. Concept of Amsiedler and Equality The circular to the Supreme Reich authorities of 19 October 1940 on the umjiedler term explains the concept of Umfiedler and at the same time defines this designation for the persons covered by the inter-state agreements. The explanations given for this purpose give an overview of the individual groups of perfones, which Umfiedler i. S. of the Umfidlungkommen find or by the Reichsführer 43, Reichskommissar für die Festigung deutschen Volkstums, are treated as Umsiedler, i.e. the resettlement was generally treated as equivalent. Whereas equality can be achieved for a wide variety of reasons without the need to fulfil certain conditions; whereas individual applications include those services whose consultation appears essential for the assessment of the application; On the basis of the experience gained from the individual applications, general equalitys are ordered by Jeit at present by the Reichsführer 43, Reichskommissar für die Festigung deutschen Volkstums. Since the circle of resettlementists is continuously enlarged by the conclusion of new relocation agreements or by further equalitys, the circular of the 19th century is published. It has the following wording: The Reichsführer Reichskommissar für die Festigung Berlin, 19 October 1940. German Volkstums I/0 I/37 i/19.2.40/Schr./vL To the Supreme Reich Authorities I. It has proved necessary for the people who have relocated from their homeland since that time respectively. In many cases they are referred to as immigrants or returnees, even those who have been led by a person, etc. However, these designations have already assumed a concrete meaning. Thus, e.g., they have been brought into the Reichsgebiet in the form of a resettlement operation (referred to as a person's residence state) to define a uniform designation. in my business area as Reichskommissar for the consolidation of German Volfstum under East-Remigration understood those people who after 1918 were displaced by the Poles and run their return from the Neich to the recovered eastern regions. Jm Jnterefse of a clear distinction it is not advisable to use the above mentioned terms also for the people taken from abroad in the context of a resettlement juice into the Reich. Jch therefore ordered my subordinate departments to designate these peoples uniformly as resettled in the future. II. Umfiedler in the sense of the Führerererresigung of the 7th century. 1. (a) People's or Reich Germans who, within the framework of the intergovernmental resettlement, agree to transfer their residence from the territory referred to in my order to the Neich area, or an order which I meet as Reich Commissioner for the consolidation of German ethnicity. 1. b) People's or Reich Germans who, without being covered by the intergovernmental resettlement agreements, move their housing to the Reich area on the occasion of the relocation if they are treated by me as the settlers.
