zVa - 28 The Reichsführer Reichskommissar für die Festigung Berlin, 8 April 1940. German Folketing O/79b/17.1.40/Dr. F/K Requirement of the Jn amendment or addition of my letter dated 1 April 1940 The following is determined for the Warthegau, in agreement with all the parties involved, with regard to the demand for and transport of the people's Germans from Volhynia, Galicia and the Narew region of Germany on March 1, 1940: 1. The higher F- and police leader, the Lodsch settlement staff, calls the people Germans at the Volksdeutsche Mittelstelle, Einsazstab Lodz, according to local districts. The number of the retrieved district carries each resettlement. Example: GaI/3 — Ortsbezirk 3 (Dornfeld) of the Ga I (Lemberg) area in Galicia. At the same time, the Obere G- und Polizeiführer, the Lodsch resettlement staff, the Volksdeutsche Mittelstelle, Lodz, sends a list of the villages belonging to the individual local districts. With the help of this list, the local district can be determined if a resettler has lost his number. 2. The Volksdeutsche Mittelstelle, Lodsch, then immediately causes the B camps to be instructed to immediately sit all the Volksdeutsche, who ate the required number of the local district, in march into the S camps (collective camps) of the Old Reich (see 3). From camps over which quarantine is imposed, no people's German may be removed unless the competent official doctor agrees. The people' s Germans remaining in the quarantine camps of the requested numbers must be immediately reported by the camp managers to the Volksdeutsche Mittelstelle, Lodsch. Even after the abolition of the quarantine, they have to wait until they are taken away again by the Volksdeutsche Mittelstelle, Lodsch. People's Germans, who are intended for the camp leaders as an entrance in the Old Reich (or in the General Gouberment), are not to be transported with them by the people's German Mittelstellen or the Flying Commissions of the EWg. 3. The requested people's Germans are to be taken to the S-Lagern in the Altreich in Marsch, each in the S camp, which is announced by the Volksdeutsche Mittelstelle, Berlin, with the requirement to the camp managers. In these S-lagern the full families are brought together. The EWz. takes the necessary steps. The people's Germans, who were then invited to eat in the Old Reich, immediately tried to be taken out of the S-Lagern and sent to the Old Kingdom. Foreign tribes had to be separated and accommodated by the Volksdeutsche Mittelftelle until the decision on the Einsaß was taken. The rest of the people's Germans will be transported immediately after the target stations in the Warthegau, which are each named by the Volksdeutsche Mittelstelle, Lodsch, the camp managers of the S-lager. 4. In the camps (Warthegau) of the Volksdeutsche Mittelstelle located at the finishing stations, the village communities are assembled and then called up and watched by the Higher F- and Police Leader, Lodsch settlement staff. I also point out the following: 1. The above-mentioned procedure is with regard to. the current difficulties are the easiest and fastest.
