56a 5. As protectorate members, the Tsc h e h h h e n are nationals of a special nature and have essentially the same rights and obligations as German nationals. The Czech population works diligently for the German economy, but is politically strongest under the influence of the enemy. The latter fact must always be taken into account when dealing with every Czech, even if it bears a purely German surname, which is fluent in German and loyal to the Czech language. Mistrust and the strongest restraint towards the Czech population, especially women and girls, are therefore required. On the other hand, arrogance is out of place. 6. According to the command of the leader, the transfer of prisoners of war and of foreign peoples of the Wehrmacht to the Protectorate is prohibited. Where, in exceptional cases, there is an inescapable need to take the help and prisoners of the war, these must be collected immediately and concluded from any contact with the Czech population. 7. New troops arriving in the Protectorate have immediately, as intended, the strength of the troops, the duration of the stay, the aim of the march to the site elders and, if not available, to report to the Wehrmacht authorised officer and commander in the Bohemian and Moravian Wehrkreis (Prague, telephone 098/1300). 8.
