- 4 - The emigration of the group of persons referred to in (a) shall not be put in the way; however, members of the leading or leading persons shall be excluded. The co-operation of the civil administration (provision of means of transport, accommodation, catering, medical care, etc.) is controlled by the "Head Office East", which receives the basic instructions on SS-Standartenführer Fischer in his capacity as chief of staff of the commissioner of the Reichskommissar for the consolidation of German ethnicity. The reception room for the population to be evacuated will be announced in each case. 14) A evacuation of protectorate members is not envisaged - apart from certain specialist and key forces of the armaments industry and forces of autonomous police. On the other hand, after the end of the evacuation of the German population, the voluntary emigration of the members of the Protectorate can be tolerated and promoted in appropriate cases. Czech activists (VAD, Youth Curator, etc.) and such wealthy Czech staff who have proved their worth within the emergency administration can be assured that they will be returned in due course. 15)
