On this question, the Mayor stated that a large part of the public services and private enterprises would be very difficult and that under the present circumstances he did not have the sufficient power of penetration. It would be hard to avoid appointing a suitable housing commissioner for Brno City and Brno Land, who would be equipped with the necessary powers and be able to assert himself to the services with regard to relocation and merging. (a) Oberlandrat Dr.Frhr.v.Watter, Head of Department I (b) President Rukwied Plenipotentiary for Construction. The capital of Brno had submitted an application for an exemption for the construction of 68 dwellings in view of the exceptional housing needs. However, this was rejected by President Rukwied for the well-known reasons; the housing situation in Brno was again discussed and the parties considered that there was no need to create new housing. President Rukwied noted that the relocation of the war-decisive industrial enterprises was responsible for the accommodation of their members and thus for the construction of new dwellings. It was much easier to obtain an exemption from the construction ban if, as a developer, the war decision-making enterprise occurs and the corresponding applications made. This kind of request will support President Rukwied. Lord Mayor Judex agreed to consult with the individual works for this purpose. On ideas, President Rucwied also agreed to pass on the exemption from the construction ban for the 68 apartments requested. A corresponding request would be made by Thursday morning. In the absence of President Rukwied, the problems in the area of housing were once again solved 32233 -2-
