On Jhr telex No.200 of February 12, 1945, I inform Jhnen: The L- and Z-measures in Moravia.Ostrau are to be prepared in full and as inconspicuous as possible by Germans. There was never any doubt about this; my armaments officer, Colonel Scheiber, also had to know this precisely because of a long-distance call with Major von Baumbach from my office. H-Obergruppenführer Minister of State Frank personally reserved the triggering of the measures. Jch may ask you to inform Colonel Schetter of the contents of this telex. I would like to welcome the fact that Dr. Jng. von Hülsen, Chief Government Councillor, would not be needed there for the next time, as he should check on my behalf with the so-called small mines of the Protectorate whether all measures have been taken to increase the funding I have ordered. The question of which quantities of coal and coke from the Ostrava region will be available to the Protectorate in future will be clarified this week in a discussion with Mr Speer, Minister of the Reich, in Berlin, in which I personally take part. Until this meeting, it remains an agreement I made yesterday with the representatives of the Reichsvereinigung Kohle in Prague on the supply of the quantities of coal and coke which were agreed in Moravia on 8 February 1945 with the Council of Miners, i.e. Palm.
