29 - 26 - II. Ensuring the timely clearance of the enlargement areas (I/l): The acting head of the Land Office is obliged to determine by contract the zone-like release and handing over of the cleared enlargement areas, in detail specified dates (cf. page 3 of this report). The aim of the department is to create the necessary conditions for this, i.e. in particular to ensure that the civilian population evacuates the enlargement areas by 100% at the scheduled times.The practical work of the division was started in August 1940 without any example. The principles under which the clearance of the enlargement areas could be achieved most easily and how certain inhibitions that had just occurred at the outset could be eliminated most quickly in the process had to be developed and tested in practice only during the course of the procedure. It was recognised at an early stage that the indirect management and care of the individual emigrants would be carried out by autonomous bodies, which, in turn, had to receive the guidelines and basic instructions for their work by the acting head of the Land Office and, in the interests of the overall process, to be subject to its indirect supervision in a certain sense. In addition, the full responsibility of these authorities for their field of activity should be expressly determined.
