OV copy of II B 2 a - 2322. The Minister of Food and Agriculture Berlin, 11 March 1943. II B2 a - 468. To the Lord Reichsmarschall of the Great German Reich and Commander-in-Chief of the Luftwaffe in Berlin W g Subject: Food Sets for Wehrmacht members as self-suppliers on business trips. I have received applications for food allowances from a wide range of departments and organisations for persons whose profession involves a significant amount of travel. The current system of industrial allowances is based on the fact that the consumption of calories is higher for a physically working person than for persons who do office or similar work. This principle, which has been in force since the outbreak of war, has been upheld, as otherwise it would be impossible to draw a borderline between the entitled and the non-allowed and therefore the danger of appeal with its consequences for the feeding situation and planning would be unpredictable.
