On page 2 of the letter, the last paragraph has obviously led to a misunderstanding, because the emergencies are not insurgent movements, but they mean severe weather disasters, etc. I also believe that it is not appropriate for the Oberlandrats to ask for the government force in the short term for coal-cutting, snow-rooms and similar.
