No. 18 Knisteramt To the head of the ministerial office Dr. G i e s 23 OKT. 1944 Prague Subject: Limitation of the operation at the higher education institutes for music and visual arts. Reference: Preliminary note dated 18 October 1944. Instructions given by telephonic means have been communicated to the Minister of Education, Mr Hermann, that the German Minister of State agrees with the intended regulation for the Prague higher education institutions. At the same time, he was informed that the Minister of State was expressly protesting against the form of notification of the proposed measures and the adoption of his opinion on the scheme. Mr Hermann took note of this and stated that it was by no means the intention of the Ministry to eliminate the Minister of State of the Federal Republic of Germany at the time of the regulation for Prague. However, there was no other possibility than the telephonic collection of his intervention and, if necessary, his consent. Things had finally rushed in such a way that the written introduction of the inconsistency would have jeopardised the necessary timely release of the regulation, as requested by the party law firm; only then - as he explained at his call - Prague would have had to be left out of the overall regulation.
