50 I. The pestilence and re-formation of the German people throughout the eastern region is the indispensable task of the Ss for all the future. The movement of Slavicism coming from the East against the Reich can only be sustainably pushed back if the German defense and counter-movement takes into account that not an original state-building capacity of the Slavs itself has produced successes, but that these are solely due to the ideological and material assistance provided by the richly hostile Western democracies. In this sense, the entire eastern region was a unity on the basis of the formal state thinking of the Western democracies with the end result of the formation of two block and vassal states set against the imperial body. The destruction of the statehood of Poland and Czechoslovakia now creates the outer precondition for a planned popular policy on the basis of the Volkischen laws of the National Socialist Empire. The aim of this popular policy must also be to achieve unity for the whole of the East; the path and the middle-class must be adapted to the spatial and volcanic conditions. II. This means for the Bohemian-Mauritian area the following insights and principles: For more than two generations the Czechs have been pursuing a conscious popular policy, using and mobilizing all the necessary to preserve and promote their peoples.
