0n - 9 - to exercise supervision over the actual administration of this country, to give guidelines according to which it is necessary to administer and to make orders so that the interests of the large German empire are always safeguarded and promoted. The activity of the German administration here is therefore a governmental activity. It is clearly outlined in the decree of March 1, 1939. I must strongly warn against leaving this kind of German administration until this area is Germanized. It is simple and clear and leads to intervention only if the implementation of the political guidelines of the leader is at risk. However, this also results in the fact that the problem of the Czech Republic can only be dealt with uniformly and from a central point of view. Any division of the Bohemian and Moravian region naturally endangers the clear unity of the administration of the Republic and the Czech people. The aim and path may still be so clear, they will be prepared differently by different administrations and after that the methods will be uneven. In the mentality of the Czechs and their great tactical skill they will soon find ways and means to play out the different administrations against each other. Their tactical political skill has been trained in centuries. Violent division of the space would rekindle political nationalism and only strengthen the opposition. Therefore, the leadership must be carried out by a central government authority, which lies in one hand. The Czech problem cannot be solved with one blow. In the Germanization of this area there are many different means in the various fields and because these means require many years to their effectiveness, a constant uniform leadership of the area of Bohemia and Moravia is required. In the popular struggle nothing is more detrimental than a fluctuating attitude and an unifying line.
