34 On the other hand, I find it inconceivable for the Reichsprotektor to appear outside as a confiscation authority, which should not, in the end, enjoy a great reputation among the Czech population. Accordingly, it will be expedient from the outset to designate the state police in the Protectorate of Bohemia and Moravia as the authorities in the regulation to which the confiscation rights are entitled. It is they who carry out the confiscation in the beginning and who possess the evidence and the ability to determine, in the case of binzelfalle, whether a confiscating, which is finally a drastic measure, must be undertaken. The fact that the seizures and confiscations of wealth-enemy assets are carried out according to uniform guidelines is guaranteed by the provision that the Reich Minister of the Interior must make the determination of imperial hostility. This arrangement, which, to my knowledge, is the approval of the Reichsprotektor personally, as well as of the Secretary of State Dr.Stuckart and the Ministerial Conductor Dr. Best found by the Hauptamt Sicherheitspolizei and its Niedergchlag in an earlier draft of an order by the Reichsprotector in Bohemia and Moravia on the establishment of anti-state assets, takes into account in every respect the concerns that must be taken into account. This also prevents the transfer of the confiscation authority to the state police stations in the Protectorate of Bohemia and Moravia from being carried out after the entry into force of the regulation. Paragraph 3 of Section 1 of the draft corresponds in all parts to the version of the previous draft drawn up by the Secretary of State Dr.Stuckart and the Ministerial Conductor Dr.Best and has found my consent.
