Following my circular of 25 December 1943 - Rk. 147l Eg-. I gave the Fuhrer a lecture on what measures have been taken to implement the decree on the remote keeping of internationally bound men by authoritative authorities in the state, party and Wehrmacht, and have submitted to the Fuehrer individual cases of civil state affairs made to me for a decision. The Führer has once again expressed his view that the decree should be carried out carefully and completely. It was not bearable, the Führers stressed that in closing positions of some kind there were men with international bindings. The decree, in particular the concept of the "determining body", therefore had to be interpreted broadly. A position is decisive not only if fundamental decisions are taken by it, but also if it enables its owner to experience important things on a larger scale and in other respects to be kept secret from the state. The leader makes it an obligation for the heads of the Supreme Reich authorities, St. M. 11 f-19/449. 1102/44g
