President Dr.Hacha visited the Lord Reichsprotector this morning to inform him that the Protectorate government had taken the decision to offer the leader the establishment of a military force to use against Soviet Russia. The Reichsprotektor took note of this statement by noting that this would not be possible with regard to the military strength of the Reich. The question now arises whether and in what form the publication of the fact of this Czech offer and the given answer appears expedient. It is intended to issue, for example, the following statement: "Today, the autonomous government of the Protectorate of Bohemia and Moravia, through the President Dr. Emil Hacha, has offered the Imperial Protector Freiherr von Neurath to set up a force to use it in the fight against Bolshevik Russia. The Reichsprotektor took note of the offer, but informed the President Dr.Hacha that the implementation of this plan could not be considered in view of the exceptional military strength of the empire."
