Attached the documents for the planned siting plan negotiations on Monday, the l3rd, as they were manufactured according to the instructions of the Government Councillor Arndts. They contain an overview for the General Government, an overview of the previous posts of the Reich Protector and the P-Chapters, an overall compilation, broken down by departments and chapters within Chapter 2, continued by central, central and sub-authorities and finally a compilation for each department. Mr Arndt's Government Councillor, who is now ill with a severe angina, has not yet reviewed these documents, and they contain a number of ambiguities which could not be resolved, since Mr Arntts is lying to bed and can hardly speak. The meeting on Monday seems to me to be in question if Mr Arndts is unable to take part in it, since I have only received the reports from the departments which provided the basis for the individual meetings of Mr Arntt with the heads of the department, and the outcome of these meetings is not known in detail. The evaluation of the posts in the Arndts compilation differs considerably from the lists of heads of departments and it is not clear from what point of view they have been prepared. The reason for the postponement seems to be that Mr Arndts had to put the transport agencies in a certain proportion to the points of entry, and that, in this key, he had to make up for the overall establishment plan of the administrative area, but not the individual departments and departments themselves.
