With regard to the budget of the German Minister of State for Bohemia and Moravia, the following is proposed: Chapter 1 - Ministry of State - includes, except for the establishment plan, the personal and economic administrative costs of the State Ministry, except as general budget expenditure, the major political funds (e.g. popular funds, funds for the promotion of the peasantry, etc.) as well as the means of representation of the Minister of state. Chapter 2 - Division of the German Minister of State - contains the establishment plan for the Reich's employees working in the business unit and the personal resources required for them, as well as the general budget expenditures which arise within the framework of the Reich Commission Administration and which must be reimbursed by the Reich (e.g. funds for providing services). In the budget of the Reichsprotektor Chapter 2 - Subordinate Services - the entire expenditure of the Zentralbauamt, of the Vermögensamt, the Büchereistelle and the Deutsches Institut für Erziehung und Unterricht (German Institute for Education and Teaching) had to be considered. Here, it is suggested to simplify: a) to make the central builder disappear as an independent Reichsdienststelle (Reichsdienst) and to build into the corresponding autonomous department as Reichsauftragsverwaltung; b) to integrate the wealth office with the Chief Finance President; c) to include the library office and the German Institute of Education, both of which are essentially also active in the autonomous sector, in the corresponding Autonomous Dinnstststelle, if necessary as Reicherauftverwalter.
