- 5 - 149 have been transferred to the official offices with Reichsbeauftragsverwaltung (Reichsvermandsvermietung), so far part P of Annex A to the yeichbudget (with the other sections corresponding to the individual sections).The reason for this regulation, which was laid down in its broad lines in a meeting on 19 January 1940, namely to allow the official seconded to the Reichsprotektor a connection to their old specialized administration, has long since become obsolete in the course of development, and is also of no importance to the single official, but to the local administration as being extremely detrimental. The fact that the posts of officials working in the General Government are likewise included in the annex to the Reich budget cannot therefore be decisively taken into account,because for the General Governor there is no section of the Reich's budget in which these posts could be provided.The agreement of the other posts required for the transfer of the officials to the budget of the German State Minister would, if necessary, have to be carried out in general form. If there is a military-related human resources union between a company in the German Ministry of State and an activity in the business sector, then both posts must be provided for both purposes, i.e. both in the capital and in Chapter 2. However, where a real union exists, both activities must be carried out in one place, where the place of employment must be regarded as significant.
