The reason for this in its broad lines in a meeting on 19 January 1940. In the course of the development, it has long since become obsolete that the officials seconded to the Reichsprotektor had a connection with their old specialist administration, and, moreover, proved to be of no importance to the individual official, but to the local administration extremely detrimental. In order to clarify this clearly, it is urgently necessary to integrate these posts fully into the budget of the German Minister of State in the future.The fact that the posts of officials working in the General Government are also included in the annex to the Reich budget cannot therefore be decisive,because for the General Governor there is no section of the Reich's budget in which these posts could be provided.The agreement of the other specialist administrations required for the transfer of the officials to the German State Minister's budgets would, if necessary, have to be carried out in general form. If there is only a war-related human resources union between a job in the German State Ministry and a business activity, it must be provided for both purposes, i.e. both in Ka-pitel 1 and in Chapter 2.
