The reform served the purpose of stressing the autonomy of the Protectorate, which was made possible by the measures of i-Obergruppenführer Heydrich (cleaning action, restructuring of the protectorate government) to eliminate the ever-increasing coexistence of the two administrations in the interest of saving forces and to prevent an even further swelling of the Reich administration. On the other hand, the requirement of the strengthened Reichsaufsicht made it necessary to make these effective on a new path, no longer from the outside, but from the inside through the incorporation of German forces into the decisive key positions of the autonomous administration. For this purpose, officials of the Reichsprotektor's authority were largely supervised at the same time as tasks in the autonomous central authorities and the staff of the former Oberlandratsamt were transferred to the state authorities and district authorities. In addition, the Oberlandraten ale Inspektiveure er unter vernichtung ihrer Amtsvergaben still remained organs of the immediate Reichsaufsicht in their districts. With the establishment of the German State Ministry the time has come for the clear divorce, as it is already carried out in the subordinate authority, also in the upper authority.
