68 V e r m e r k. Subject: Budget of the German State Ministry. 1.) Since your last visit in November v.J., almost four 4Maat months have passed without me having - despite the always stressed urgency - received any statement of the Reich Finance Minister about my concrete proposals. Since in particular the requested preliminary decision on the fundamental questions has not yet been taken, work on a certain maboff point had to stop here, too. So it does not go on. I am very strange about the delay that has occurred and I am willing to accept further delays under no circumstances. 2.) The assurance given to me by the Reichsminister and head of the Reich Chancellery is that I should get a decent budget. This assurance must now finally be redeemed, where my claims are by no means exaggerated. I can assume that the Protectorate is one of the best-satisfied and-administered affiliated territories. At the same time, the importance of the Protectorate for the conduct of war has grown steadily and is growing further. I therefore have to demand that the administrative organisation which I have formed should also provide all the necessary budgetary resources. In particular, it is a question of liberating civil servants from insecurity for months by means of an appropriate establishment plan and of meeting their outstanding achievements. I note that for the German Minister of State and his ministry it is only cheap, which has been granted to the government of the General Government. 3.) I have heard conjectures according to the direction, as if the organizational question should be raised from your side in principle. 118-3h/43
