14 - 7 - The provision 1 of Art. AI shall apply mutatis mutandis. (2) The Minister of Finance shall be authorized to provide guarantees during the provisional financial management ( Art. Xiv) to meet the essential needs of the public interest. He may delegate this power to the Ministers and to the Members of the Supreme Protectorate. Art.XVI The finance minister came to the Art.V transitional provisions. Art. XVII (1) The budget of the protectorate enterprises consists of : l. the operating estimate, 2. the establishment of the final surplus (deposit), 3. the investment estimate. (2) The provisions of Art. I, Art. 1 and Art. 2, IWuädVlI do not apply to protectorate undertakings. Art. XVIII (1) This Regulation shall enter into force on the 7th day following the announcement, on the condition that the provisions of Art. I, para.2 shall not apply to the budget for the year l943; at the same time, the Government Decree of 31 December 1942, Coll. No. 422, on the provisional management of the operation of the Protectorate of Bohemia and Moravia in 1943, with the exception of § 5, shall cease to apply.
